Administration of Provincial Referees Policy

Objective
These regulations are to efficiently administrate the Provincial Referees Program of Taekwondo Manitoba and promote development of referees to the National level.

Administration
Overall administration of the Provincial Referees shall be made by the Taekwondo Manitoba Referee Chair. To be appointed annually by the Board of Directors.

Qualification
Taekwondo Manitoba will grant qualifications as a Provincial Referee of Taekwondo Manitoba to those who have passed the prescribed examination at the Provincial Referee seminar conducted by the Taekwondo Manitoba Referee Chairperson. Members shall not seek certification from outside the province to be valid in Manitoba. Certifications from previous PSOs shall not be recognised.

Provincial Referee Seminar
The Provincial Referee seminar shall only be conducted by the Taekwondo Manitoba Referee Chairperson or his/her delegate.

Dress Code
All certified Taekwondo Manitoba Referees shall wear black pants, a crisp white shirt, Taekwondo Manitoba branded tie, and taekwondo shoes (white in color). Other Taekwondo Manitoba branded attire may also be worn on occasion depending on event at the discretion of the Referee Chair or delegate. This will be in effect for the duration of a sanctioned event.

Classification and Requirements of Referees

Section 1: Provincial Referee
First Class Provincial Referee
Eligibility: 1st Class Referees must:

Be a 1st Dan or higher in rank certified by WTF Kukkiwon;
Be a minimum of 18 years of age;
Have obtained 80% or higher at the referee seminar examination;
Must have satisfied the practical refereeing tasks through practical evaluation and personal interview;
Have been certified 2nd Class Provincial Referee for two years;
Be currently registered as a member of Taekwondo Manitoba, in good standing.
Requirements: 1st Class Referees must:

Officiate annually in at least one Taekwondo Manitoba sanctioned event and be refreshed to the most current rules as passed by the World Taekwondo (WT) as seminars by Taekwondo Manitoba are available in Kyorugi.
Second Class Provincial Referee
Eligibility: 2nd Class Referees must:

Be 1st Dan or higher in rank certified by WTF Kukkiwon;
Be a minimum of 17 years of age;
Have obtained 80% at the referee seminar examination;
Must have satisfied the refereeing tasks through practical evaluation, be recommended by the Referee Chairperson;
Have been a certified 3rd Class Provincial Referee for one year;
Be currently registered as a member of the Taekwondo Manitoba, in good standing.
Requirement: 2nd Class Referees must:

Officiate annually in at least one Taekwondo Manitoba sanctioned event and be refreshed to the most current rules as passed by the World Taekwondo (WT) as seminars by Taekwondo Manitoba are available in Kyorugi.
Third Class Provincial Referee
Eligibility: 3rd Class Referees must:

Be 1st Dan or higher in rank certified by Kukkiwon;
Be a minimum of 16 years of age;
Must have obtained 80% at the referee seminar examination;
Be currently registered as a member of Taekwondo Manitoba, in good standing.
Requirement: 3rd Class Referees must:

Officiate annually at least one Taekwondo Manitoba sanctioned event and attend a provincial-level referee’s seminar or refresher course conducted by Taekwondo Manitoba.
Section 2: Honorary Provincial Referee
Eligibility: Honorary Provincial Referees must:

Be 55 years of age or over;
Be a 1st Class Provincial Referee;
Have a passage of 10 years or more after obtaining 1st Class Provincial Referee qualification;
Have obtained Kukkiwon 4th Dan or Higher.


Section 3: Coaches and Athletes
It is recognised that there is a common interest for both coaches and athletes to participate in the referee program. These participants are not actively refereeing but are seeking knowledge based on their own needs. Participants will be awarded either a "coach" or "athlete" certificate on completion and recognised on the Taekwondo Manitoba Referee data base but will not be certified referees for the purpose of satisfying sanction requirements.

Eligibility: Coaches and Athletes must:

Be 4th gup or higher in rank and certified by Kukkiwon;
Be 13 years of age or older;
Be currently registered as a member of Taekwondo Manitoba or Affiliate member, in good standing.


Referee Database
Members, who have received an official notice of success following examination, shall be registered on Taekwondo Manitoba’s Referee Database for one year. In the case of no registration within the following year, the member will be considered to have given up their qualification as a Provincial Referee. A reinstatement fee of $20.00 shall be required.

Promotion
Application for promotion shall be made in writing to the Referee Committee. The requirements for the referee class desired must be met, and proof of completion must accompany the application.

Prescribed annual fees to Taekwondo Manitoba must be paid.

Provincial Referees holding 1st class qualification are entitled to apply for National 3rd Class promotion. Special circumstances may permit graduation to the National program to those who have not met 1st class provincial qualification. The Referee Committee shall have full authority in granting these requests.

Any Provincial Referee who has been submitted to a disciplinary measure will be excluded from the promotion to higher class until he/she is released from the disciplinary action.

Selection
Selection of Provincial Referees for graduation to, or participation in, National events will be completed by the Taekwondo Manitoba Referee Chairperson in consultation with the Taekwondo Canada Referee Chair and/or Regional Referee Delegate.

Disciplinary Measures
If it is determined by investigation that a Provincial Referee has committed any of the following behaviours, Taekwondo Manitoba shall take disciplinary measures such as warning, rebuke, suspension or deprivation of qualification in accordance with Taekwondo Manitoba sanctions regulations.

Where intentional fabrication of judgment having been committed at any Taekwondo Manitoba sanctioned event, the qualification of the pertinent Provincial Referee shall be deprived.
Where a committal of any act or behaviours bringing disgrace to Taekwondo Manitoba, such as but not limited to, receiving money or other valuables in connection with a judgement, the pertinent Provincial Referee shall be disciplined by deprivation of qualification or other form of disciplinary measures.
Where a breach of Taekwondo Manitoba’s Code of Conduct or other acts not specific to the duties of referees constitute misconduct, Taekwondo Manitoba will review and take appropriate disciplinary action.
Taekwondo Manitoba will notify the pertinent Provincial Referee in writing of the decisions and disciplinary measures.
Sponsorship of Referee Certification

Section 1: Provincial Referee Seminars
General Procedure:
Taekwondo Manitoba is the only organization that has full authority in the matter of referee seminars.
Any Taekwondo Manitoba member dojang wishing to sponsor a Provincial Referee Certification seminar must submit an application to the Provincial Referee Committee at least 45 days prior to the proposed seminar date.
A dojang initiating an onsite seminar will be responsible for paying the cost of travel and lunch for the Instructor. All funds raised at an onsite seminar will be allocated to Taekwondo Manitoba, to fund further Referee initiatives in the province. Dojangs are prohibited from collecting Seminar fees in excess of the authorized fee schedule.
Seminar Instructor: Shall be either of the Taekwondo Manitoba Provincial Referee Chairperson or delegate.
Total hours of education: Minimum of 8 hours, participants must be present for the entire session.
Examination: Written examination and practical test.
Applicants of all classes of referee may participate in this seminar, and may obtain certification upon completion of eligibility requirements.

(Those applicants that were previously recognized by another province or sport organization and have since made Manitoba their permanent residence. Proof of certification must be provided)
Effectiveness
All existing Provincial Referees who have obtained the level of N1, N2, and/or N3, and have participated in a Taekwondo Canada Sanctioned event in the past two years, before the effective date of this regulation shall be grandfathered and recognized as First Class Provincial Referee, duly recognized by these regulations.
